It is an honour to stand before you today as we gather for this momentous occasion, the Basotho Diaspora Homecoming event. On behalf of the UN family in Lesotho, I would like to extend my gratitude to the Government of Lesotho for taking this path and making this Homecoming Event a reality. This gathering represents a significant step forward in recognizing the invaluable contributions of the Basotho diaspora to their country of origin, Lesotho.
Migration has been an integral part of human history, and it continues to play a crucial role in shaping the world we live in today. Migration brings with it a wealth of skills, innovative ideas, the entrepreneurial spirit that Lesotho is looking for, and energy that contributes significantly to the host countries. However, it is equally important to recognize the profound impact that the diaspora can have on their countries of origin.
The African Union defines the African Diaspora as individuals of African origin living outside the continent, willing to contribute to the development of the continent. In a similar spirit, the Lesotho diaspora policy extends its definition to include anyone willing to preserve and embrace Lesotho's heritage and contribute to its development. This inclusive approach emphasizes the diaspora's role in our nation's progress, regardless of their current citizenship or nationality.
One undeniable indicator of the diaspora's commitment to Lesotho is the substantial remittances they send back home. According to the World Bank, personal remittances received in Lesotho accounted for 22.54% of GDP in 2022. These remittances may be private funds primarily used for family consumption, but they do contribute to the well-being of individual family members and, by extension, to the overall welfare of our society.
Moreover, many of you as the diaspora members possess not only the potential but also the passion and interest to contribute to Lesotho's development in diverse ways. Some have established small businesses or invested in our country, while others are eager to make a difference in various sectors.In this light, the United Nations is delighted to be closely associated with this event, and IOM which has a strategic objective of increasing diaspora participation in the development of this country.
I am proud to acknowledge the collaborative efforts between the IOM and the Government of Lesotho in various Diaspora Engagement Activities. Notable advancements have been made, including the establishment of the Diaspora Directorate in the Ministry of Foreign Affairs and the inclusion of diaspora issues in its strategic plans. The development of a diaspora policy, the establishment of the Basotho Diaspora Association, and the formalization of Basotho diaspora members representing Lesotho in over 20 countries through this association are commendable achievements that have laid a solid foundation for more regular, effective, and open communication and dialogue.
The Global Compact for Safe, Orderly and Regular Migration (GCM), adopted at the United Nations General Assembly in January 2019, recognizes the crucial role that diaspora can play in the context of migration. The compact dedicates one of its 23 objectives to creating conditions for migrants and diaspora to contribute to sustainable development in all countries. Furthermore, the developmental potential of migration is reflected in the Sustainable Development Goals (SDGs), with four goals and five targets explicitly recognizing this potential.
As we move forward, let me outline several key points that will help enhance diaspora remittances and diaspora investment in Lesotho, which we will pursue together with the Government of Lesotho:
- Expand and strengthen the collection, analysis, and application of remittances and diaspora investment data to foster effective public policies and private-sector investment.
- Strengthen partnerships among stakeholders who share a common goal of leveraging diaspora contributions for Lesotho's development.
- Promote financial education and digital literacy as major enablers of financial inclusion linked to remittances.
- Continuously review legal and regulatory frameworks on remittances and diaspora investment to create an enabling environment for investment and economic growth.
- Promote "know your diaspora investor" initiatives to build trust and facilitate collaboration between diaspora members and potential local partners.
In conclusion, the Basotho Diaspora Homecoming event is a testament to the enduring bonds that connect the diaspora to their homeland. It is a celebration of their commitment to preserving and enhancing Lesotho's heritage and contributing to its development. Together, we can harness the vast potential of the diaspora to drive sustainable growth, innovation, and prosperity in Lesotho. The UN is committed to working hand in hand with the Government of Lesotho and all stakeholders to achieve these goals.
